During the digitization of a process, the organization automates processes by reproducing the way they are done manually, but essentially eliminating paper and converting the information generated by the process into digital format. An example of this situation is when citizens can make certain requests online for specific procedures, but the process remains the same (for example, they are still asked to fill out forms with information the institution already possesses).

Digitalization

During the digitalization of a process, technology is introduced to generate more value, make it more efficient, more profitable, improve customer satisfaction, or enhance user experience.
An example of this situation is the simplification of some online procedures, where steps or requirements are removed.

Digital Transformation

During digital transformation, technology is introduced to make changes to the organization's business model or in the way governments interact with and deliver value to citizens. An example of this is the elimination of the death registration process because the Civil Registry interoperates with other institutions and receives information from the Ministry of Health to automatically generate the registration. This level of transformation is generally accompanied in the public sector by regulatory changes or improvements in legislation.
