Creative Bureaucracy Uruguay 2025: Public innovation through art, technology and artificial intelligence

Intersections: art, technology, AI, and public innovation

One of the highlights was the panel discussion “Intersections: public innovation from art and technology,” which featured Santiago Atella, Director of the Intelligent Solutions Division at Sofis Solutions. From a strategic perspective, Santiago Atella explored how creativity, agile methodologies, and emerging technologies — including artificial intelligence — are redefining the way institutions design, operate, and improve their services.

In line with the institutional vision, Santiago stated that public innovation occurs at the intersection of diverse disciplines, combining artistic, technological, and analytical approaches to generate solutions that strengthen public value. AI, he noted, becomes a key ally in enhancing state capabilities, provided it is implemented with responsibility, transparency, and a people-centered focus.

An event to rethink the role of the State

The program included panels on State transformation, creativity in public management, and the role of creative bureaucrats in a context that demands flexibility, openness, and new competencies. Participants included figures such as Silvia Nane, Laura Raffo, Nicolás Rebolledo, and María Noel Riccetto, with moderation by prominent representatives from the public and private sectors. 

For Sofis Solutions, its presence at Creative Bureaucracy reaffirms its commitment to public transformation, the incorporation of multidisciplinary approaches, and the development of solutions that integrate creativity, technology, and artificial intelligence in service of institutions and citizens.
