Refugee Information System

A system that supports the rights and well-being of refugees in Mexico. In this new version of SIRE, a self-service module called “COMAR Digital” was developed, where applicants can create an individual account and fill out a pre-registration form. This facilitates procedures before COMAR and ensures real-time access to information about the status of the process, while promoting communication through notifications sent via COMAR Digital between applicants and COMAR, especially in states where this Mexican government agency does not have offices.

The scope of this information system is national and it is being used by all COMAR offices, which will allow reaching more people seeking international protection as well as reducing processing times.

Procedure for obtaining the SME Certificate

The PYME Certificate is a document issued by the National Directorate of Handicrafts, Small and Medium Enterprises to certify the MSME status of a company. These companies can also apply for the Public Procurement Program Certificate.

The project consisted of automating the process for requesting and issuing this document online and includes advanced electronic signature, online payment for the procedure, and issuance of documents with the agency's electronic signature.

Accountability Platform

The project consisted of the development of a Platform for the Accountability of Political Parties and candidates regarding the income and expenses of their campaigns. The platform has two main components: 

  • management by the end users, and 
  • administration by the officials of the Clean Politics Unit, regarding the evaluation of sworn statements and their “approval.”

Electronic Agenda System

The Electronic Agenda System is public software developed by public agencies in Uruguay. Sofis Solutions evolved this product to incorporate multiple functionalities so that it could be used for online procedures.

Among the functionalities included are:

  1. Multi-agency (or multi-tenant)
  2. Management of multiple procedures
  3. Adaptation of user interfaces to meet web accessibility guidelines
  4. Management of resources associated with the agenda
  5. Unique Key. Authentication against the Uruguayan State's Unique Key System.
  6. Traceability. Integration with the procedure traceability system.

SIMPLE

SIMPLE (System for the Implementation of Lightly Standardized Processes) is a system that enables the implementation of electronic processes aimed at making public procedures available online for citizens. The software was developed by the Chilean government and is currently used by many public agencies in that country. It is considered one of the key assets for the implementation of online procedures in Uruguay.

Sofis Solutions added new features, including:

  1. Incorporation of advanced electronic signature
  2. Integration with procedure traceability
  3. Integration with Agesic’s Interoperability Platform
  4. Integration with the Payment Gateway

Procedure for requesting records - Civil Registry

This project aimed to develop a tool for citizens to request and obtain official copies of birth, death, marriage, recognition, and (foreign) divorce certificates through the web. The system allows the document to be downloaded directly from the website.

Online Procedures for Dinama

This project consisted of the implementation of online procedures for the National Directorate of Environment (Dinama). The implemented procedures are as follows:

  • Sport Hunting Permit
  • Authorization request for the installation of kiosks in the beach area
  • CITES Certificate (Import of exotic fauna species)
  • CITES Certificate (Export of fauna species)
  • Authorization request for vehicle entry into the beach area
  • Periodic reports on packaging waste management plans
  • Authorization for the transportation of industrial and similar solid waste
  • Authorization for cross-border movement of waste
  • Periodic reports on management plans for packaging of chemical or biological products used in animal or plant production
  • Consultations and exceptions
  • Offering of registries in protected areas
  • Protection under Law 18381 (Access to Public Information)

These procedures were implemented using the SIMPLE tool.
