Digital Certificates of Origin

The Digital Certificate of Origin (COD) within the ALADI framework consists of a set of specifications, standards, and technical procedures that form the basis of an IT infrastructure, composed of applications and electronic documents, which enables the recognition of CODs within ALADI.

This project aimed to continue the process initiated with the development and implementation of a Digital Certificate of Origin System (SCOD) in order to strengthen, improve, and technologically optimize the system’s functionalities in the operation of digital certificate of origin for member countries, through a service of technical excellence with the required level of quality, security, and availability.

The scope of the project included the analysis and redesign of the SCOD, preparation of associated documentation, user training, technical assistance, and evolutionary maintenance of the system.

Single Registry of State Suppliers

The Unique Registry of State Suppliers of Uruguay is a platform that integrates, into a centralized database, the data of all suppliers, so that it can be used by suppliers, buyers, and organizations that make decisions based on quantitative data from this information system.

The system automates processes such as supplier registration, validation of supplier documentation, certificates like being up to date with the General Tax Directorate, compliance with insurance laws, social benefits, among others.

Both legal entities and natural persons, whether Uruguayan or foreign, are integrated into the system.

This system also allows other systems to interoperate through the Interoperability Platform of Uruguay’s Electronic Government Platform.

Pregón Purchasing System - Reverse Auction

This project involved implementing a module for Uruguay's State Procurement System to implement the Pregón (Reverse Auction) modality.

It is a procedure similar to an auction, but based on a detailed and precise specification of the product to be acquired, bidders bid at decreasing prices within a predefined and published period of time so that all interested parties are aware of it.

Some of the benefits expected to be achieved with this new procedure are:
- Increase the transparency of contracting.
- Reduce contracting times.
- Facilitate the standardization of products purchased by the State.
- Allow suppliers to improve their offers in real time.
