Single Registry of Uruguayans Abroad

Montevideo, April 8, 2025. 

According to figures from the Ministry of Foreign Affairs, more than 500,000 Uruguayans live abroad. Juan is one of them. Like many others, his connection with the embassy and consulate has been sporadic and dependent on specific situations. But how can this bond be strengthened? What kind of information can he receive?


The Ministry of Foreign Affairs of Uruguay has created a new tool to improve this relationship: the platform Unique Registry of Uruguayans Abroad (RUUE). Its goal is to establish a more efficient two-way communication channel between Uruguayans living outside the country and diplomatic missions, enabling closer, more up-to-date, and personalized contact.

Registration can be done online, directly by citizens, or in person at embassies or consulates. The platform was developed in compliance with the guidelines of the Personal Data Protection Law, thus meeting the privacy and security requirements for the submitted information.

Juan has already registered in the RUUE, entering his personal and residence information. From that moment on, he began receiving relevant information sent by the consulate: event invitations, updates on procedures, recommendations, and other communications of interest.

The RUUE integrates with the gub.uy authentication services, the same system used for other official procedures in Uruguay, allowing for a unified and secure user experience.

In addition, the platform includes an interactive consular map, where anyone can access information about all Uruguayan embassies and consulates worldwide, including addresses, phone numbers, email addresses, and websites.

The RUUE also serves as a strategic tool for the Uruguayan government, as it provides updated and reliable information about the Uruguayan community abroad. This database facilitates the planning of consular actions, the design of more inclusive public policies, and the addressing of other real needs of nationals in different regions of the world.

The platform was developed by Sofis Solutions, with coordination and oversight by the Agency for Electronic Government and Information and Knowledge Society (AGESIC). The development was carried out using agile methodologies and following the standards established by the agency, in line with Uruguay’s digital transformation policies. This collaboration enabled a robust, user-centered technological solution aligned with digital government principles, aimed at strengthening the connection between Uruguay and its citizens abroad.
