As part of the consultancy "Technical assistance for the design and implementation of an interactive interface to disseminate products of the Labor Market Information System (SIMEL)", Discovery Sessions were held with the aim of generating an initial meeting for socialization with the project's stakeholders to understand their needs and expectations regarding the interface.
On June 25 and 28, the Discovery Sessions took place as part of the consultancy: "Technical assistance for the design and implementation of an interactive interface to disseminate products of the Labor Market Information System (SIMEL)". The project is implemented and funded by the International Organization for Migration (IOM) in El Salvador for the Ministry of Labor and Social Welfare (MTPS) of El Salvador and developed under the consultancy of Sofis Solutions.
The purpose of the Discovery Sessions was to identify areas of opportunity among project stakeholders that could be addressed through the design and development of the digital product. The sessions also provided insight into the needs and expectations of certain users and the objectives of the MTPS.
The Discovery Sessions were held in person at a hotel in San Salvador and were attended by the team from the IOM's Regional Migration Program, the Labor Market Intelligence Unit (UIMEL) of the MTPS, representatives from various institutions that form part of the SIMEL Network, and the Sofis Solutions team. All participants shared key information to be considered for the next phases of the project to ensure efficient execution.
During the sessions, Alejandra Vásquez, Labor Migration Specialist at IOM, shared the purpose of the sessions and presented the main focus of the Regional Migration Program, highlighting the importance of the SIMEL interface as a key source of information and statistical data on the country’s labor market.
For her part, MSc. Diana Contreras, Head of the Labor Market Intelligence Unit at the Ministry of Labor, presented the concept of SIMEL, its strategic vision, objectives, benefits, and what the Ministry expects from the development of the interactive interface.
Following this, the Sofis Solutions team led the Discovery Sessions, discussing the project’s objectives, working methodology, considerations for good design and graphic identity, the project strategy, and gathering expectations from the different stakeholders—among other relevant topics that will serve as input for the web portal's development.
For the second Discovery Session, the IOM and UIMEL teams invited different institutions that are part of the SIMEL Network, including: the General Directorate of Statistics and Censuses (DIGESTYC), the Salvadoran Association of Industrialists (ASI), the Salvadoran Social Security Institute (ISSS), the Central Reserve Bank (BCR), the Salvadoran Institute for Vocational Training (INSAFORP), the Secretariat of Commerce and Investment, and the Central American University José Simeón Cañas (UCA). These stakeholders shared their perspectives and expectations regarding the SIMEL interface.
At the end of the sessions, MSc. Diana Contreras, Head of the Labor Market Intelligence Unit (UIMEL) of the Ministry of Labor and Social Welfare (MTPS), stated: "These two working sessions, in coordination with IOM and Sofis Solutions, have been very fruitful because we have collected a lot of information about what different stakeholders expect from the product—not only the Ministry of Labor but also other external actors. I believe the sessions have been very practical and intuitive in the sense that Sofis Solutions presented ideas that perhaps we had not initially considered. This has allowed us to see new possibilities for our project.
The feedback has been very valuable, and this is important because it provides a foundation for collecting more input for building the interface. At this stage, I believe we already have many elements that will make the project innovative, attractive, and engaging for the various stakeholders. The interaction from Sofis Solutions has been especially helpful, particularly in this second session.
As the Ministry of Labor, we are very satisfied with this initial development, and I believe it sets a strong foundation for continuing the interface construction and incorporating elements that will highlight the project."
The interactive SIMEL interface will include analytical products about the labor market in El Salvador, covering various thematic components—one of which is labor migration. The interface will also provide links to another platform granted to the MTPS by the ILO, which will host key labor market indicators through the transferred platform.
This consultancy for the design and implementation of the interactive interface is part of the implementation of SIMEL, a digital platform that enables the production, storage, and dissemination of data with key indicators to measure the real evolution of employment and the labor market in El Salvador. It brings together various actors who generate and use labor information and allows for the implementation of policies and programs to improve labor conditions for the Salvadoran population.
