Designing and building custom public systems for complex environments

Engineering GovTech solutions tailored to each institution, integrating processes, data, and intelligence to deliver public programs that work in practice, at scale, and in compliance.

Where we focus

Where we create public value

We specialize in the areas where technology makes a difference in the public sector: closing gaps in citizen services, eliminating government inefficiencies, enabling evidence-based decision-making, and sustaining large-scale programs with public sector standards.

Public services that better reach citizens

We close gaps in access, time, and quality in procedures and benefits. We design the experience with a focus on both citizens and the public servants who serve them.

Government inefficiencies that slow down programs.

Paper-based workflows, manual processes, information silos, and disconnected systems. We digitize, integrate, and automate to unlock government capacity.

Evidence-based public decision-making

Analytics, AI, and models applied to government data to improve the design, targeting, and monitoring of policies and programs, with auditing and human oversight.

Large-scale, mission-critical public programs

Platforms that must operate at a national or regional scale, with high availability, security, and compliance with the public sector’s regulatory and institutional framework.

What we build

Six types of solutions serving the public sector

We design and build the specific solution each institution needs, combining digital, data, and intelligence capabilities to improve programs that impact people’s lives.

End-to-end GovTech applications

Complete systems built from the ground up, aligned with regulations, processes, and the operational reality of each public institution.

Examples: Public budgeting, social program management, accountability.

Public information management systems

Registries, rosters, digital case files, and institutional information systems with full traceability and regulatory compliance.

Examples: Civil registries, education management systems, refugee information systems.

Citizen services and digital services and procedures.

Digital experiences that eliminate paper, reduce queues and response times, and bring government closer to people.

Examples: Online services, unified portals, mobile service apps.

AI for government

Conversational agents, automatic classification, assistants for public servants, and intelligent automation of low-risk tasks, with traceability and human oversight.

Examples: AI-powered citizen service, case file summarization, automatic triage.

Data and analytics for public policy.

Consolidation, governance, and use of institutional data to design, monitor, and evaluate policies and programs based on evidence.

Examples: Observatories, program indicators, applied data science.

State interoperability.

Connectors, APIs, and event-driven architectures that allow government systems to communicate with each other and with third parties, breaking down silos and duplication.

Examples: Integration with government interoperability platforms, ESB, APIs.
AI services

AI for government

AI capabilities designed for real-world government systems — built and operated under our AI Management Policy (ISO/IEC 42001:2023). Human-in-the-loop, client data protection, and full traceability are non-negotiable.

Citizen conversational agents

24/7 citizen support, handling inquiries and routing procedures — with escalation to public servants when needed.

Examples: service chatbots, public service assistants, first-line support.

AI assistants for public servants.

Copilots that accelerate drafting, regulatory search, and responses — always with human validation before anything is sent or decided.

Examples: case file copilots, legal drafting assistants, conversational regulatory search.

Case classification and prioritization.

Intelligent triage so the State addresses what matters most first, with explicit and auditable rules for how prioritization is made.

Examples: automatic routing, duplicate detection, prioritization of urgent requests.

Intelligent document processing.

OCR + NLP to extract, validate, and summarize large case files—reducing administrative burden and speeding up responses.

Examples: form digitization, structured data extraction, case file summarization.

Predictive analytics and decision support

Models to identify risks, target social programs, and detect early patterns—while public servants make the final decision on individual cases.

Examples: subsidy targeting, fraud detection, early warning systems in public health.

RAG over regulations and institutional data.

Answers grounded in client-owned document corpora, with source citation—no hallucinations and full traceability back to the origin.

Examples: regulatory search, queries over internal manuals, assistants over institutional data.
AI governance.

All AI we build operates under our AI Management Policy

Aligned with ISO/IEC 42001:2023. AI proposes, the public servant decides, and the citizen can appeal. Client data is not used for training, and each system’s governance is explicit and auditable.

How we do it

Agile delivery focused on public value

We work iteratively, co-create with the institution’s team, and transfer knowledge. We do not disappear after deployment: we support the solution’s evolution and its adoption by the State.

We distinguish two complementary dimensions: how we manage the project together with the public institution and how we build the product with engineering standards. Both dimensions are supported by ISO 9001 and a CMMI-DEV Maturity Level 3 appraisal, which frame our processes.
Project management

How we lead the initiative with the institution.

We combine traditional and agile approaches depending on the type of project, contractual framework, and public-sector governance. We use PMBOK when the project requires predictive planning, a fixed scope, and formal deliverables; agile frameworks when value is built through iteration with users and the program.

PMBOK · PMI (traditional) Scrum (agile) Kanban (agile) SAFe (scaled agile framework) Hybrid.
  • Traditional approach (PMBOK): phase-based planning, scope/cost/time baselines, and formal risk and change management.
  • Agile approach (Scrum / Kanban): short sprints, co-managed backlog, and incremental deliveries with early value.
  • Project governance: steering committees, reporting, risk management, stakeholders, and scope management.
  • Continuous transfer of knowledge and living documentation aligned with the selected framework.
Product construction

AI-augmented software engineering

We build software with AI assistants integrated throughout the entire cycle: specification, code generation, testing, review, and documentation. AI boosts the team's productivity; product quality, security, and responsibility remain in the hands of our engineers.

  • AI Copilots and coding agents (Claude Code, Copilot, and similar) applied to generation, refactoring, and documentation, with mandatory human review.

  • AI in the quality cycle: test generation and maintenance, early bug detection, and assisted code review.

  • Modular architectures oriented toward domains and APIs, with CI/CD pipelines and reproducible environments.

  • AI development governance: AI policy, traceability, customer data protection, and compliance with the public regulatory framework.
