Montevideo, November 07, 2022.
The Directorate of Territorial Planning (DINOT) has a Collaborative Geoplatform for the Central Region of Uruguay, which will promote citizen participation and involvement in territorial governance. Through a management and control system, it enables the administration of geographic information that impacts compliance with territorial planning.
Within the framework of the project: “Contributions to the socioeconomic recovery from COVID-19, using a portfolio approach for the Central Region in Uruguay,” of the United Nations Development Programme (UNDP), which supports the “Río Negro Basin Programme” designed by the Directorate of Territorial Planning (DINOT), a platform based on Geographic Information Technologies (GIT) was developed to promote citizen participation in territorial governance.
As a result, the HUM Collaborative Geoplatform was implemented and launched, allowing local monitoring and the exchange of information on proposed topics among citizens of Uruguay’s Central Region (work, environment, tourism, opportunities, recommendations, among others).
The Collaborative Geoplatform aims to reduce part of the uncertainty faced by citizens in light of the changes occurring in Uruguay’s Central Region, which may impact local economies, damage water quality, and affect biodiversity.

HUM Collaborative Geoplatform was designed, developed, and implemented under the consultancy of Sofis Solutions, which, through its expertise in Geographic Information Systems (GIS), developed the solution to identify public issues or situations of interest through data collection, management, and analysis. With this tool, users can register different types of activities from multiple devices (tablet, PC, mobile), rate and comment on places and activities, perform georeferenced queries, and obtain various reports.
On October 26, 2022, a closing activity was held in which members of DINOT and UNDP participated in the presentation of the tool and provided feedback for the upcoming launch.




This project is part of the Sustainable Digital Transformation strategy, aligned with principle 2 of the universal values: Leave no one behind, linked to the pillars of productivity, inclusion, citizen participation, and governance. It also contributes to the achievement of SDG 11: Sustainable Cities and Communities, SDG 12: Responsible Consumption and Production, and SDG 17: Partnerships for the Goals.
