SIGES — Information System for Salvadoran Educational Management

National system that centralizes student data from across the country.

Institutional problem

Information regarding the educational community—students, campuses, staff, documentation, and school finances—was stored in separate records. Without a centralized database covering everything from early childhood education through secondary education across all program types, system planning and monitoring relied on manual consolidation.

Developed solution

Information system that centralizes student data at the national level, with eight modules that interoperate with each other: Students, educational centers, educational facility staff, school documentation, educational statistics, integrated systems, school finances, and the management information system. Interoperability was implemented using Tenoli, the X-Road-based solution.

Beneficiaries

The educational community and the general public: students ranging from early childhood to secondary education, teachers, families, educational institutions, and Ministry teams.

Result

Two mobile applications—for teachers and families—were deployed on the system, alongside online administrative services, four public portals (Educational Sites, Site Map, Open Data, and Educational Statistics), a verifiable QR code for secondary education diplomas, and a simple electronic signature.

Issuance of electronic tax documents from a phone

Institutional problem

The obligation to issue electronic tax documents applies to taxpayers of all sizes, including small businesses and independent workers who do not use a billing system or have a fixed workplace. Without a simple issuance method, compliance becomes a barrier.

Developed solution

A mobile application that allows for the issuance of electronic tax documents from a phone, featuring online validation against Ministry services, issuance history lookup, and delivery of the receipt to the recipient.

Beneficiaries

Taxpayers—particularly small businesses and individuals who issue invoices on the go—and the tax administration divisions of the Ministry of Finance.

Result

Electronic invoicing is made accessible to those without their own infrastructure, thereby broadening the compliance base and reducing the cost of adopting the system.

Digital Patrols

Mobile application for the operational recording of police patrols

Institutional problem

Events during a patrol shift were documented on paper, reaching the institution with delays and inconsistencies. Without real-time logging or associated location data, tracking deployments and checking records while in the field relied on slow channels.

Developed solution

A mobile application installed on authorized Android devices that enables officers to document key events during their shift: real-time patrol tracking via an institutional web application; police reports including photographs and coordinates; logging of domestic violence incidents; and checks on individuals and vehicles using OCR document scanning to verify arrest warrants or theft reports.

Beneficiaries

The public assisted on the street, the patrolling officers, and the National Civil Police teams providing support from the back office.

Result

The institution has a tool that streamlines its processes during patrols and improves the quality of service to the public, featuring georeferenced recording at the time the incident occurs.

Institutional problem

The country lacked a tool to consolidate the production and dissemination of information regarding its labor market. Without accessible and comparable indicators—particularly concerning labor migration—formulating evidence-based policies and strategies was difficult.

Developed solution

Labor Market Information System (SIMEL) Portal: a virtual tool that enables the production, storage, dissemination, and use of information on the Salvadoran labor market, including labor migration indicators.

The Ministry of Labor and Social Welfare, as the governing body for labor policy; the organizations that led the project; the academic community; and the citizens who consult the information.
