Our perspective

Insights that shape our agenda

Six themes at the intersection of Sofis’ work with governments, multilateral organizations, and public programs across the region — where we aim to contribute our perspective.

Technology in the public sector is not neutral. It shapes which services are delivered, to whom, and with what impact. These are the ideas guiding how we think about the future of government — and Sofis’ role in building it.

01 · GovTech

A digital, intelligent, and autonomous government

Government transformation progresses through three layers: digital, intelligent, and autonomous. Each enables the next. Without a digital foundation, intelligence is not possible; without intelligence, autonomy cannot be responsible. Our GovTech approach helps governments advance across all three — without skipping stages.

02 · Climate

Climate crisis and the role of IT companies

The technology sector is part of the problem—due to its energy and hardware footprint—and also part of the solution. We believe that IT companies have a specific responsibility: to measure, reduce, and offset our own impact, and to build technology that enables government climate action and programs.

03 · Sustainability

Sustainable digital transformation

Digitalization is not automatically sustainable. It requires efficient design, accessibility, data sovereignty, and a comprehensive software lifecycle approach. Sustainability isn't an afterthought as a slogan; it's a fundamental decision regarding architecture, processes, and governance from day one.

04 · Responsible AI

Human-in-the-loop in public sector AI

Artificial intelligence has enormous potential to improve public services—and enormous risks if it replaces human judgment in decisions that affect rights. AI systems must be designed with human oversight throughout: AI proposes, the public servant decides, and the citizen can appeal. Traceability, explainability, and accountability must come first.

05 · Interoperability

From fragmented systems to integrated government

When public agencies interoperate, the citizen no longer acts as the messenger. Whole-of-government communication, shared data, and public APIs transform isolated systems into an integrated government.

06 · Data

Without data governance, there is no intelligent government

Government systems are increasingly reliant on artificial intelligence, agents, and models. Their effectiveness depends on strong data governance: ownership, standards, and traceability. Public AI is built on governed data.
